Smanova Akmaral Bakhtiyarovna from 1994 to 1998 studied at the Faculty of Law of the Kazakh
State National University named after al-Farabi, in 2000 she graduated with honors from the
magistracy of the Faculty of Law of KazGNU named after al-Farabi in the specialization
"State law and Management".
Smanova A.B. has been working at the Department of Theory and History of State and Law of
the Faculty of Law since 2000 as an assistant, teacher, senior lecturer, acting associate
professor. To date, he is a senior lecturer at the Department of Theory and History of State
and Law, Constitutional and Administrative Law. Author of more than 50 scientific papers in
various publications and scientific conferences. Of these, 2 monographs, 3 textbooks (2 in
English), the h-2 index.
In 2007, under the scientific supervision of Doctor of Law, Professor Ibraeva A.S. defended
her PhD thesis in the specialty – 12.00.01. on the topic "Legal foundations of the formation
of civil society in the Republic of Kazakhstan". The academic degree of Candidate of Legal
Sciences was awarded by the decision of the Committee for Supervision and Certification in
the field of education and science of the Ministry of Education and Science of the Republic
of Kazakhstan dated 27.06.2007.
The holder of the grant through the Ministry of Education and Science of the Republic of
Kazakhstan "The best university teacher 2008"
Since 2017, he has been the executive secretary of the journal "Bulletin of KazNU. The legal
series". Member of the working group on the development of an educational program in the
specialty "Jurisprudence" bachelor's and master's degree. In 2020, she was an expert in
scientific anti-corruption expertise.
On October 19, 2022, by Order No. 252, she was awarded the badge of the 30th anniversary of
the Kazakhstani police of the Ministry of Internal Affairs of the Republic of Kazakhstan by
the Almaty Academy named after M. Esbolatov. On October 20, 2022, by Order No. 536 of the
Al-Farabi Kazakh National University, she was awarded the "EREN ENBEGI USHIN" medal, and in
October 2022, she was awarded the "Kurmet" diploma by the Ministry of Science and Higher
Education of the Republic of Kazakhstan.
